Are you a highly motivated professional with experience in the legal field? Do you want to play an active role within a dynamic team in a multicultural organization?

EFSA is looking for a paralegal technical assistant with a passion for the implementation of new processes to facilitate and rationalize the Organisation’s improvements.

The jobholder will work in the Legal & Assurance Services Unit (hereinafter referred to as the "LA Unit"), within the Business Services Department. The mission of the Department is: partnering to co-design effective solutions for the production of trusted scientific advice.

Your key responsibilities

Working under the responsibility of the Head of Unit you will be responsible for:

  • Support legal proceedings relating to EFSA’s mission or activities;

  • Support LA Unit officers in providing legal and regulatory advice related to the activities of EFSA;

  • Follow the implementation of new processes enabling the LA Unit to perform its mission;

  • Contribute to drafts of EFSA’s internal rules, decisions, opinions, briefs, reports and correspondence;

  • Contribute to drafts of legal opinions and individual decisions;

  • Assist in presenting and explaining the interpretation of law or legal positions at internal meetings;

  • Contribute to the revision of existing policies, processes and procedures;

  • Initiate and follow up on relevant financial procedures;

  • Monitor and participate in IT developments.

WHAT ARE THE SELECTION REQUIREMENTS?

You must satisfy the following requirements on the closing date for submission of your application:

I. Eligibility criteria

1. General requirements

  • Be national of a Member State of the European Union, Iceland or Norway;

  • Enjoy full rights as a citizen;

  • Have fulfilled any obligations imposed by laws concerning military service;

  • Be physically fit to perform the duties linked to the post;

  • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;

  • Meet the character requirements for the duties involved.

2. Qualifications

a) A level of post-secondary education attested by a university diploma;

OR

b) A level of secondary education attested by a diploma giving access to postsecondary education, and appropriate professional experience of at least three (3) years in the law field or any related discipline.

3. Experience

In addition to the above, at least nine (9) years of proven professional experience acquired after having obtained the qualifications mentioned in point 2.

In case you do not fulfill all the eligibility criteria, your application will not be taken into consideration.

II. Selection criteria

The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.

1. Technical competencies

I. At least four years of professional experience in:

a. Verifying compliance with the overall legal framework of the organization;

b. Gathering, processing and analysing relevant data and information;

c. Composing, documenting and cataloguing essential processes and procedures;

d. International, EU and/or multicultural environment.

II. At least three years of experience in:

a. Drafting legal documents and opinions and contribute in developing internal policies and regulations.

III. Experience in:

a. Ensuring that contracts and deliverables are provided on time, meet quality standards, and conform to compliance requirements;

b. Handling of sensitive data;

c. Providing clerical support (fixing meetings, disseminating communications, preparing presentation material, providing customer follow-up services).

IV. Knowledge (by training or experience) of EU food law and/or administrative procedures in Union law.

2. Behavioural competencies

iv. Work with others: Work confidently within a group and contribute to achieve the common goals, understanding own role and how it supports the team and the organisation; able to cooperate, listen actively, manage conflicts and motivate colleagues.
